STEB Bags (Duty Free Security Bags)

ICAO-style STEB bags (Security Tamper Evident Bags) are used in duty free and airport retail environments to seal purchases—particularly liquids, aerosols and gels—so that the contents remain visible for inspection while the bag provides clear tamper evidence if opened. STEBs are widely used for passenger transfers, where security personnel need to verify that duty free items were purchased within the aviation security system and remain sealed.

ICAO-style STEBs are marked with an origin code using a three-letter State code (or an airline three-letter code for onboard sales) and a manufacturer identifier. Where required, an airport name field is also included. The standard ICAO-style layout uses recognisable red/green visual elements to support rapid identification during screening and transfer controls.

Specifications vary by airport/operator requirements. Common options include transparent co-extruded film, an internal receipt pocket (proof of purchase), a tamper-evident adhesive closure, security overprint along welded seams to discourage cutting/resealing, and unique identification such as barcodes and sequential numbering (including receipt formats where required).
